This just had to be done. There are so many Perverts in Anime that you just can't avoid asking yourself who's number 1. It's easier said than done. Each one of them have something that makes them stand out between the others. But still, some of them are masters in the art of lechery. Let's try to find out who those legendary perverts are.

Nobiyuki Masaki (from Tenchi Muyo)

This guy is Tenchi Masaki's old man. Although a responsible father he may be; he's a lecher. This is one of those characters that were contaminated by the P.V. (Pervert Virus) at a particular age. Like in most Anime cases, the virus shows up when turning into an adult, or a couple of years later. If you saw the movie "Tenchi in love", you clearly noticed that Nobiyuki wasn't the pervert he is now. He was more of the shy type with girls. Anyway, Nobiyuki specializes in peeping, and having several female "guests" showing up at home trying to get his son surely helps a lot for his hobby. Overall evaluation: He's basically a Peeping Tom.

Chokei's grandfather (from Cutey Honey)

Is he a robot? Is he a human? What ever he is, he sure seems to enjoy one of the most common distraction of men his age: Peeping and Glomping. Although, this guy tends to be more aggressive than Nobiyuki to accomplish his goals. He'll glomp to Honey (the heroine of the series) when ever he'll get the chance.

Jubei Yamada (from Fatal Fury)

Also known as the "Demon" in his younger days due to his skills in fighting. Now, people identify him more as a guy around eighty years old who chases girls not even half his age. Lately, Jubei seems to consider the opposite sex more important that martial arts. You don't see him either training or helping his students when trouble shows up. Although he is very attached to them. To Mai Shiranui especially (much to her discomfort). Jubei is a rare kind of pervert. He's the only one that actually has women hanging around him voluntarily. Although I wouldn't be so sure of those ladies good reputation.

Uulon (from Dragon Ball/Dragon Ball Z)

This guy is a pig! Both literally and technically speaking. Play Boys, porn film, girl's underwear and several other related stuff are this little piggy's more treasured belongings (he even got kicked out of his school for stealing the teacher's underwear, so you can imagine what kind of guy we're talking about). This is the guy who'll be first in line to see a swimsuit competition. His manners had earned him the distrust by all females that know him. But more importantly, besides lechery, he doesn't do anything else.

Kamesenin Muten Roshi (from Dragon Ball/Dragon Ball Z)

Son Goku's second instructor. Although he may look like a decrepit old man, he has the raging hormones of a teenager. Watch out girls! If you ever need something from him, he'll be asking you a "favor" in return. Muten Roshi's "favors" tend to involve HIS hands and YOUR bodies, so consider yourselves warned. This guy is a legend between perverts. He had polishes his lechery along the years, and considering that he's around 400 years old, that's a lot of time watching X rated movies and other related merchandise. It appears that lechery is very common between retired martial artists (makes you wonder about Goku, Ranma, Ryu, Terry Bogard and other characters of the sort, doesn't it?).

Aliele (from El-Hazard)

A girl? Yes, a girl! Not only guys can become perverts, you know (even if the majority of perverts are male). Although she does have a thing for girls instead of boys. This girl, even though she has a very specific taste, will throw herself to the nearest female of her liking. And when a girl is of her liking, she won't get off her. Aliele lives by the policy of "If you're not with the one you love: love the one you're with". Yes, she is aggressive, charming and very insatiable. When a certain girl turns her on, she'll say it to her... and won't just stop at that. Maybe one of her other characteristics, is her ability to ignore the word "No" and "Get off". Words used constantly from the women she harasses.

Carrot Glace (from Bakuretsu Hunter)

So young, and yet so knowledgeable in the art of lechery. Most Anime perverts become such when gray hair starts to come out of their head. But not Carrot. Nope, this guy didn't wait long to become the pervert that he is today. Carrot's activities revolve in it's grand majority in chasing after girls. Strangely though, this guy is completely oblivious to the two beautiful girls in extremely revealing clothing chasing after HIM. A thing that not many perverts can brag about. Putting that aside, this guy is still one of the biggest perverts in Anime. One with a bright future in the field.

Happosai (from Ranma �)

This list wouldn't be complete without having one of the most important perverts added. We're talking about Master Happosai. Along with Muten Roshi, he enters the club of oldest martial arts perverts (I told you they were a lot). Absolutely NO ONE has the kind of obsession/fascination for girls underwear as this guy. Even his martial arts techniques are related with female underwear (ex: The Silky Storm attack). Not only that, but his martial arts skills also makes him one of the toughest lechers to get rid of. You can pound him, stab him, drown him, set him on fire, feed him to the sharks, mail him to Abu Dabi (TM), or even run over him with a truck five to ten times, but he'll still come back to grab you. And as if that isn't enough, he also LIVES by his lechery. Five minutes keeping him away from girls would be the biggest torture for him. The problem consists in keeping him away that long.

Kintaro Oe (from Golden Boy)

Although the guy is kind of new as an Anime character, his personality has quickly placed him in the second place for Anime Biggest Perverts. Yes, the Golden Boy may be a genius and a fast learner, but his hunger for knowledge is only matched by his lechery. What makes him so interesting as a pervert is the way he talks and the abuse of adjectives he uses to describe a woman. Add to that his goofy faces, stupid smiles and his tendency to rub-his-cheek-against-the-toilet-seat-where-a-gorgeous-girl-just-sat-moments-ago. With no doubt, this guy has created a new branch in the perverts department on his own. We could even say that he has revolutionized lechery.

Ataru Moroboshi (from Urutsei Yatsura Lum)

The one and only, Ataru Moroboshi. A legend. Ataru will do anything to glomp any remotely decent looking girl. This includes walking straight into the gates of hell, being struck by lighting (which occurs to him very often), or getting the living hell beaten up out of him. And let's not say what he'd do for a good looking girl. This guy is the Avatar of lechery. First girl that walks next to him, will have Ataru harassing her. Although not as impossible to get rid of as Happosai, the guy is VERY persistent. His daily activities consist in a 100% in chasing after girls. He may do it when eating, sleeping, studying or while almost dying. Ataru has surpassed the others due to the fact that he knows way too much about lechery for only being a teenager.
